Historical Background
Each time a new board is elected, there is a loss of institutional knowledge. Example: an old board resolves an issue and all board members are in agreement. Later, when a completely new board is elected, there is a loss of institutional knowledge. Example: An old resolved issue is re-presented, as if it is a brand new issue that remains unresolved. This website is designed to pass-along institutional knowledge, so that resolved issues are not rehashed by future boards.
